BACKGROUND AND PURPOSE
The Local Government Code provides for a comprehensive administrative scheme for municipal
firefighters and police officers that applies to municipalities with a population of 1.5 thousand or
more.
H.B. 3705 requires work performed in certain sports or community venue districts related to
firefighting to be performed by a classified firefighter of the municipality.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking
authority to a state officer, department, agency, or institution.
ANALYSIS
H.B. 3705 amends the Local Government Code to establish that only a classified firefighter of a
municipality may perform work related to firefighting or to a function listed under the definition
of a firefighter in a sports or community venue that is or was the subject of a venue project under
provisions for sports and community venue districts and that is located within the corporate
limits of the municipality.
EFFECTIVE DATE
September 1, 2009.
