Committee Report (Unamended)

BACKGROUND AND PURPOSE

Currently, a Texas parklands passport may be issued to an individual who meets certain eligibility requirements.  The passport entitles senior citizens and disabled veterans, among others, to reduced or waived entry fees at state parks where entrance fees are collected.

H.B. 3989 waives both park and vehicle entry fees to state parks for an active member of the Texas State Guard on presentation of the person's Texas State Guard identification card.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 3989 amends the Parks and Wildlife Code to require the Texas Parks and Wildlife Department to waive the state park entrance fee and vehicle entrance fee for any person who is an active member of the Texas State Guard on presentation of the person's Texas State Guard identification card.

EFFECTIVE DATE

September 1, 2009.
