AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, there are no statues, memorials, or commemorations on the Capitol grounds that pay tribute to the contributions of Tejanos to Texas.  The Juneteenth Memorial monument, located on the historic Capitol grounds, is a similar type of monument that memorializes the emancipation of slaves in Texas.

 

According to the Texas Administrative Code, no additional memorials and/or monuments shall be placed on historic Capitol grounds except as authorized by Section 448.034 (Location of Monument), Government Code.

 

H.B. 4114 requires the Committee on House Administration and the Senate Committee on Administration to direct the State Preservation Board to place the Tejano memorial monument established by House Concurrent Resolution 38 of the 77th Legislature, Regular Session, 2007, on the south lawn of the Capitol grounds.

 

RULEMAKING AUTHORITY

 

Rulemaking authority is expressly granted to the Committee on House Administration and the Senate Committee on Administration in SECTION 1 (Section 443, Government Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Chapter 443, Government Code, by adding Section 443.01525, as follows:

 

Sec.  443.01525.  TEJANO MEMORIAL MONUMENT. Requires the Committee on House Administration and the Senate Committee on Administration (committees) to direct the State Preservation Board to place the Tejano memorial monument established by House Concurrent Resolution 38 of the 77th Legislative Session on the south lawn of the Capitol grounds to pay tribute to the contributions of Tejanos to the State of Texas.  Requires the committees to establish rules and policies necessary to place the monument on the south lawn of the Capitol.

 

SECTION 2.  Effective date: upon passage or September 1, 2009.
