BACKGROUND AND PURPOSE

House Bill 4311 authorizes the naming of certain Texas Department of Transportation property in Val Verde County. This bill honors the service of one of Val Verde County's most esteemed public officials, the honorable Hilary B. Doran, by designating the office of the area engineer located in Val Verde County as the Honorable Hilary B. Doran Transportation Building.

 

House Bill 4311 also authorizes the Val Verde County Commissioners' Court to designate the name of the new Loop road that is currently under construction. Markers indicating the highway number, the name of the Loop and any other appropriate information will also be constructed along the Loop.

 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Chapter 201, Transportation Code, is amended by adding Subtitle P, Regional and Area Offices. Sec. 201.1000 would name the office of the area engineer located in Val Verde County as the Honorable Hilary B. Doran Transportation Building.

 

SECTION 2.  Chapter 225, Transportation Code, is amended by adding Section 225.071, authorizing the name of the newly constructed loop located in Val Verde County be designated by the Val Verde County Commissioner's Court. Also, upon the naming of the loop by the Val Verde Commissioner's Court, the department shall design and construct markers to be placed along the loop indicating the highway number, the name of the Loop, and any other appropriate information. The department shall erect a marker at each end of the loop and at intermediate sites along the loop that the department determines are appropriate.

 

SECTION 3.  Section 1 of this Act takes effect immediately if this Act receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.  If this Act does not receive the vote necessary for immediate effect, Section 1 of this Act takes effect on September 1, 2009.  Section 2 of this Act takes effect on September 1, 2010.

 

EFFECTIVE DATE

 

September 1, 2009.
