BACKGROUND AND PURPOSE

 

Las Lomas Municipal Utility District Nos. 3 and 4 of Kaufman County encompass an area of land outside the corporate limits of any city and within the extraterritorial jurisdiction of the City of Terrell, Kaufman County, Texas.  The land located within the districts is slated for single family residential and commercial development; therefore, road services need to be secured. 

 

H.B. 4316 removes the restriction on the districts to undertake road projects outside the districts and removes the authority of the districts to construct, acquire, improve, maintain, or operate turnpikes.

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

H.B. 4316 amends the Special District Local Laws to remove turnpikes or improvements in aid of turnpikes from the projects that Las Lomas Municipal Utility District Nos. 3 and 4 of Kaufman County are authorized to construct, acquire, improve, maintain, or operate.

EFFECTIVE DATE

 

September 1, 2009.
