BACKGROUND AND PURPOSE
Current law does not address the compensation of the board of directors of the Bexar-Medina-Atascosa Counties Water Control and Improvement District No. 1. Directors are allowed to charge any fee for the director's service to the board.
H.B. 4706 limits to $150 the fees paid to a director for the director's service to the board.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 4706 amends the Special District Local Laws Code to establish that a director of the Bexar-Medina-Atascosa Counties Water Control and Improvement District No. 1 board of directors is not entitled to receive a fee of more than $150 a month for performing the duties of a director.

EFFECTIVE DATE
On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
