BACKGROUND AND PURPOSE
The Bee Groundwater Conservation District was created in the 75th Legislature, Regular Session, 1997, with the passage of S.B. 16 and amended in the 79th Legislature, Regular Session, 2005, by H.B. 3496.
H.B. 4721 requires a person to own land in the single-member district from which the person is elected in order to serve as a director on the board of directors of the Bee Groundwater Conservation District.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 4721 amends the Special District Local Laws Code to require a person to own land in the single-member district from which the person is elected to serve on the board of directors of the Bee Groundwater Conservation District.

EFFECTIVE DATE
On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
