AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, most urban counties in Texas, including Dallas, Tarrant, and Travis counties, have their own local workforce development boards tasked with making important workforce decisions and planning for the counties' workforce needs.  However, Harris County, the state's most populous county, is currently incorporated in a local workforce board with 12 other counties.  This makes representing the urban workforce issues and concerns of Harris County more difficult.  The intent of this bill is to ensure that large, populous counties are adequately represented on workforce issues by the creation of local workforce development boards for such counties. 

 

As proposed,  S.B. 1470 creates new standards for establishing a local workforce development board.  The bill ensures that a large, urban county with a population of more than 3.3 million constitutes a workforce development area and may have its own workforce development board. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter F, Chapter 2308, Government Code, by adding Section 2308.2535, as follows:

 

Sec.  2308.2535.  LOCAL WORKFORCE DEVELOPMENT BOARD FOR LARGE COUNTIES.  Provides that a county with a population of more than 3.3 million, notwithstanding Sections 2308.252 (Designation of Workforce Development Areas) and 2308.253 (Creation of Local Workforce Development Boards), constitutes a workforce development area and is authorized to form a local workforce development board. 

 

SECTION 2.  Effective date:  upon passage or September 1, 2009.
