AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Dolores C. Huerta is the co-founder of the United Farm Workers Union and was Cesar Chavez's primary advisor throughout the labor movement. She peacefully rallied in numerous states across the country, especially in Texas and California. By honoring Dolores Huerta and her life as a civically active citizen, we are encouraging student volunteerism and community activism, both good indicators of academic and civic success.
As proposed, S.B. 1854 creates a recognition day in honor of Dolores C. Huerta.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter C, Chapter 662, Government Code, by adding Section 662.055, as follows:
Sec. 662.055. DOLORES C. HUERTA CIVIC ACTION DAY. (a) Provides that April 10 is Dolores C. Huerta Civic Action Day in honor of Dolores C. Huerta's contributions to the labor movement and the United Farm Workers Union, her commitment to justice, and her belief in the importance of civic action.
(b) Authorizes Dolores C. Huerta Civic Action Day to be regularly observed by appropriate ceremonies and activities in the public schools and other places to promote volunteerism and to properly commemorate the importance of the contributions made by Dolores C. Huerta.
SECTION 2. Effective date: September 1, 2009.
