BACKGROUND AND PURPOSE

Current law requires the Advisory Board on Cosmetology to be composed of one member who holds a license for a beauty shop that is part of a chain of beauty shops, one member who holds a license for a beauty shop that is not part of a chain of beauty shops, one member who holds a private beauty culture school license, and two members who each hold an operator license.  There is not a voting member on the board who represents the interests of community colleges or high schools, which also offer cosmetology classes, or the public. 

S.B. 1920 requires the board to be comprised of seven, rather than five, members, and adds to the board's composition one member who represents a licensed public secondary or postsecondary beauty culture school or program and one public member.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 1920 amends the Occupations Code to increase from five to seven the number of members comprising the Advisory Board on Cosmetology.  The bill adds to the composition of the board one member who represents a licensed public secondary or postsecondary beauty culture school or program and one public member.

EFFECTIVE DATE

September 1, 2009.
