AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Currently, Section 1602.051(a), Occupations Code, provides that the composition of the Advisory Board on Cosmetology (board), under the Texas Department of Licensing and Regulation, is one member who holds a license for a beauty shop that is part of a chain of beauty shops, one member who holds a license for a beauty shop that is not part of a chain of beauty shops, one member who holds a private beauty culture school license, and two members who each hold an operator license.  There is not a voting member on the board who represents the interests of community colleges or high schools, which also offer cosmetology classes, or the public.

C.S.S.B. 1920 requires that the board be comprised of seven, rather than five members, with one member who represents a licensed public secondary or postsecondary beauty culture school or program and one public member.
