BACKGROUND AND PURPOSE
Prior legislation put in place a process in which district- and campus-level planning and decision-making committees were created for the express purpose of assisting the district or campus in making the best decisions for improving student achievement and services at each respective level. This process has provided valuable assistance in the effort to improve learning and student performance.
S.B. 2044 requires a district- or campus-level planning and decision-making committee to include, if practicable, at least one representative with the primary responsibility for educating students with disabilities.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 2044 amends the Education Code to require a district- or campus-level planning and decision-making committee to include, if practicable, at least one representative with the primary responsibility for educating students with disabilities.

September 1, 2009.
