AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Prior legislation put in place a process in which district- and campus-level planning and decision-making committees were created for the express purpose of assisting the district or campus in making the best decisions for improving student achievement and services at each respective level. This process has provided valuable assistance in the effort to improve learning and student performance.

 

C.S.S.B. 2044 requires that one of the professional educator positions on each committee membership be filled, if practicable, by a professional who has a primary responsibility for educating students with disabilities.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Sections 11.251(b) and (e), Education Code, as follows:

 

(b)  Requires the board of trustees of an independent school district (board) to establish a procedure under which meetings are held regularly by district- and campus-level planning and decision-making committees that include representative professional staff, including, if practicable, at least one representative with the primary responsibility for educating students with disabilities, parents of students enrolled in the district, business representatives, and community members.

 

(e)  Requires that the committee membership include, if practicable, at least one professional staff representative with the primary responsibility for educating students with disabilities.

 

SECTION 2.  Effective date: September 1, 2009.
