BACKGROUND AND PURPOSE
S.B. 2312 clarifies that all entities eligible for programs administered by the Texas Water Development Board are also eligible to apply for financial assistance through the Water Infrastructure Fund, including nonprofit water supply corporations.
S.B. 2312 redefines "eligible political subdivision" to include any interstate compact commission to which the state is a party and any nonprofit water supply corporation created and operating under Chapter 67 (Nonprofit Water Supply or Sewer Service Corporations) of the Water Code.
RULEMAKING AUTHORITY
It is the Committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Section 15.971(1), Water Code, to redefine "eligible political subdivision."
SECTION 2. Provides the effective date of this Act.
EFFECTIVE DATE
This Act takes effect September 1, 2009.
