A BILL TO BE ENTITLED
 
AN ACT
  relating to the requirement that an application or examination for
  a state-issued license be in English.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 2005, Government Code, is amended by
  adding Subchapter C to read as follows:
  SUBCHAPTER C.  LICENSE APPLICATION AND EXAMINATION IN ENGLISH
         Sec. 2005.101.  DEFINITION.  In this subchapter, "license" 
  includes the whole or a part of a state agency permit, certificate,
  approval, registration, or similar form of permission required by
  law.
         Sec. 2005.102.  APPLICATION AND EXAMINATION IN ENGLISH.  
  Notwithstanding any law other than federal law, including the
  federal Voting Rights Act (42 U.S.C. Section 1973c et seq.), an
  application or examination required to obtain or renew a license
  must be in English.
         SECTION 2.  This Act takes effect September 1, 2009.
