A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study regarding uniform election dates. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) The secretary of state shall conduct a study |
|
to evaluate the feasibility and advisability of eliminating by 2013 |
|
the uniform election date in May. |
|
(b) In conducting the study, the secretary of state shall |
|
consider: |
|
(1) whether voting districts would need to be |
|
consolidated if the uniform election date in May were eliminated; |
|
(2) whether longer ballots would negatively affect |
|
voter behavior; and |
|
(3) any likely effects on local governments of |
|
eliminating the uniform election date in May. |
|
(c) The secretary of state shall develop recommendations on |
|
how to mitigate or avoid any negative effects that may result from |
|
eliminating the uniform election date in May. |
|
(d) Following the study, the secretary of state shall file a |
|
written report containing findings with the speaker of the house of |
|
representatives and the lieutenant governor not later than December |
|
1, 2010. |
|
SECTION 2. This Act takes effect September 1, 2009. |
