A BILL TO BE ENTITLED
 
AN ACT
  relating to creating a recognition day in honor of Charles
  Bellinger Stewart.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 662, Government Code, is
  amended by adding Section 662.056 to read as follows:
         Sec. 662.056.  CHARLES BELLINGER STEWART DAY. (a) February 6
  is Charles Bellinger Stewart Day in honor of Charles Bellinger
  Stewart, Texas statesman and signer of the Texas Declaration of
  Independence.
         (b)  Charles Bellinger Stewart Day shall be regularly
  observed by appropriate and patriotic programs in the public
  schools and other places to properly commemorate his life and
  achievements and to inspire a greater appreciation for the history
  of the pioneers and leaders of this state.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
