A BILL TO BE ENTITLED
 
AN ACT
  relating to the adoption of standards for school financial
  accounting software.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter I. Financial Accountability,
  Education Code, is amended by adding a section 39.205 to read as
  follows:
         Section  39.205.  SCHOOL FINANCIAL ACCOUNTING SOFTWARE
  STANDARDS.  The commissioner, in consultation with the Department
  of Information Resources shall adopt standards for the performance
  and interoperability of school financial and attendance accounting
  software.  Standards shall assure that the software will provide
  school districts with the ability to share and report data in a
  timely manner for the purposes of financial management, operational
  decision making and public transparency.  The Department of
  Information Resources shall, through its contracting processes,
  award contracts that require the vendors to certify that software
  products have met standards adopted under this section.  The
  Department of Information Resources shall include the standards
  adopted under this section as a requirement in the solicitations
  for school financial and attendance accounting software and may
  negotiate state contract pricing for such products that meet the
  standards.
         SECTION 2.  This Act takes effect September 1, 2009.
