A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the adoption of standards for school financial |
|
accounting software. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter I. Financial Accountability, |
|
Education Code, is amended by adding a section 39.205 to read as |
|
follows: |
|
Section 39.205. SCHOOL FINANCIAL ACCOUNTING SOFTWARE |
|
STANDARDS. The commissioner, in consultation with the Department |
|
of Information Resources shall adopt standards for the performance |
|
and interoperability of school financial and attendance accounting |
|
software. Standards shall assure that the software will provide |
|
school districts with the ability to share and report data in a |
|
timely manner for the purposes of financial management, operational |
|
decision making and public transparency. The Department of |
|
Information Resources shall, through its contracting processes, |
|
award contracts that require the vendors to certify that software |
|
products have met standards adopted under this section. The |
|
Department of Information Resources shall include the standards |
|
adopted under this section as a requirement in the solicitations |
|
for school financial and attendance accounting software and may |
|
negotiate state contract pricing for such products that meet the |
|
standards. |

SECTION 2. This Act takes effect September 1, 2009. |
