A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to informing public school districts of available |
|
resources to reduce support costs. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 2305.038, Government Code, is amended by |
|
adding Subsection (c) to read as follows: |
|
(c) The comptroller, with the cooperation of the Texas |
|
Education Agency, shall develop information designed to promote |
|
awareness of the resources available under this section. The |
|
comptroller and the agency shall distribute the information |
|
annually to school district superintendents and energy management |
|
staff through: |
|
(1) e-mail notifications; |
|
(2) printed materials; and |
|
(3) information posted on the Internet websites |
|
maintained by the comptroller and the agency. |
|
SECTION 2. Subchapter F, Chapter 271, Local Government |
|
Code, is amended by adding Section 271.1021 to read as follows: |
|
Sec. 271.1021. COOPERATIVE PURCHASING PROGRAM DATABASE. |
|
(a) The comptroller shall establish and post on the comptroller's |
|
Internet website a database of cooperative purchasing programs |
|
available to a school district. The database must include: |
|
(1) the membership requirements and membership fees of |
|
each program; |
|
(2) a description of the broad commodity and service |
|
categories offered by each program; and |
|
(3) a link to each program's Internet website. |
|
(b) The comptroller shall consult with each local |
|
government participating in a cooperative purchasing program |
|
before including the program's information on the database |
|
established under Subsection (a). |
|
(c) The comptroller and the Texas Education Agency shall, |
|
through e-mail, annually notify school district superintendents |
|
and purchasing staff of the database established under Subsection |
|
(a). |
|
SECTION 3. Not later than January 1, 2010, the comptroller |
|
of public accounts shall establish the database required by Section |
|
271.1021, Local Government Code, as added by this Act. |
|
SECTION 4. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
