A BILL TO BE ENTITLED
 
AN ACT
  relating to the powers of the board of directors of a defense
  adjustment management authority.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 375.312, Local Government Code, is
  amended by adding Subsections (c) and (d) to read as follows:
         (c)  The board serves in an advisory capacity to advise and
  assist, as applicable, the zoning commission, planning commission,
  or governing body of:
               (1)  a municipality regarding a proposed municipal
  zoning or development plan affecting territory in the authority
  that has been annexed by the municipality; or
               (2)  a county regarding a proposed county zoning or
  development plan affecting territory in the authority that is
  subject to regulation by the county.
         (d)  The governing body of the municipality or county shall
  cooperate with the board and adopt procedural rules for the board to
  follow in carrying out the board's advisory duties under Subsection
  (c).
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
