A BILL TO BE ENTITLED
 
AN ACT
  relating to financing of water and wastewater connections and
  plumbing improvements in economically distressed areas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 17, Subchapter K, Texas Water Code, is
  amended by adding new Section 17.923 as follows:
         Sec. 17.923.  Residential Plumbing Assistance.  (a)  Among
  the public purposes served by this subchapter, the legislature
  hereby declares that it is in the public interest to protect public
  health and sanitation by providing financial assistance for the
  costs associated with first time connection of public water supply
  and sanitary sewer services to residences otherwise benefitted from
  financial assistance under this subchapter.
         (b)  A political subdivision may use money from financial
  assistance under this subchapter to pay:
               (1)  costs to connect a residence to a water
  distribution system constructed under this subchapter;
               (2)  costs to provide yard service connection;
               (3)  costs to provide a residence with indoor plumbing
  facilities and fixtures;
               (4)  costs of connecting a residence to a sewer
  collection system constructed under this subchapter;
               (5)  necessary connection fees and permit fees; or
               (6)  necessary costs of design related to plumbing
  improvements described in Subsection (b)(1) through (5) of this
  section.
         SECTION 2.  This Act takes effect September 1, 2009.
