A BILL TO BE ENTITLED
 
AN ACT
  relating to the deduction of membership fees for correctional
  employee organizations from a state employee's salary.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 659.1031(b), Government Code, is amended
  to read as follows:
         (b)  In this section, "eligible state employee organization"
  means a state employee organization with a membership of at least
  2,000 active or retired state employees who:
               (1)  hold or who have held certification from the
  Commission on Law Enforcement Officer Standards and Education; or
               (2)  are employed or have been employed by the Texas
  Department of Criminal Justice.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
