AN ACT
  relating to the consideration of longevity and cost of living in
  setting the salaries for certain municipal employees.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 141, Local Government
  Code, is amended by adding Section 141.010 to read as follows:
         Sec. 141.010.  MUNICIPAL EMPLOYEES IN TYPE A AND B
  GENERAL-LAW MUNICIPALITIES. To the extent consistent with
  Subchapter B of this chapter and Chapters 142 and 143, the governing
  body of a Type A or B general-law municipality may consider
  longevity and cost of living in setting the salary of a municipal
  employee.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
