A BILL TO BE ENTITLED
 
AN ACT
  relating to the registration of certain vehicles used to provide
  emergency incident rehabilitation services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 502, Transportation Code,
  is amended by adding Section 502.2036 to read as follows:
         Sec. 502.2036.  VEHICLES USED FOR EMERGENCY INCIDENT
  REHABILITATION. (a) In this section:
               (1)  "Emergency incident rehabilitation" means the
  providing of emergency incident support services for emergency
  personnel, including firefighters, law enforcement personnel, and
  emergency medical technicians.
               (2)  "Emergency incident support services" include:
                     (A)  providing food, hydration, and shelter to
  emergency personnel;
                     (B)  monitoring emergency personnel; and
                     (C)  performing duties at the request of the
  person in charge of an emergency incident.
         (b)  The owner of a motor vehicle, trailer, or semitrailer
  may apply for registration under Section 502.201 and is exempt from
  the payment of the registration fee that would otherwise be
  required by this chapter if the vehicle is owned and used
  exclusively for emergency incident rehabilitation by a nonprofit
  organization.
         (c)  An application for registration under this section must
  include:
               (1)  a statement by the owner of the vehicle that the
  vehicle is used exclusively for emergency incident rehabilitation
  and has not been used for any other purpose;
               (2)  a statement signed by an officer of the nonprofit
  organization that the vehicle has not been used for any purpose
  other than emergency incident rehabilitation and qualifies for
  registration under this section; and
               (3)  a reasonable description of the vehicle and the
  equipment included in the vehicle.
         (d)  An applicant for registration under this section must
  pay a fee of $5.
         (e)  A motor vehicle registered under this section must
  display the name of the organization that owns it on each front
  door.
         (f)  A vehicle registered under this section must display at
  all times an appropriate license plate showing the vehicle's
  status.
         (g)  A vehicle registered under this section that is used for
  any purpose other than emergency incident rehabilitation by a
  nonprofit organization that provides emergency incident
  rehabilitation may not again be registered under this section by
  that organization.
         SECTION 2.  This Act takes effect September 1, 2009.
