A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a strategy to ensure that public institutions of higher |
|
education employ faculty and staff who reflect the population of |
|
Texas. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|
amended by adding Section 61.0861 to read as follows: |
|
Sec. 61.0861. FACULTY AND STAFF RECRUITMENT AND RETENTION |
|
STRATEGY. (a) The board shall develop and annually update a |
|
strategy to enable institutions of higher education to identify, |
|
attract, hire, and retain faculty and staff who reflect the |
|
population of this state. |
|
(b) Each institution of higher education shall implement |
|
the elements of the strategy developed under Subsection (a) |
|
applicable to the institution as provided by the board. Each |
|
institution shall report annually to the board the manner in which |
|
the institution has implemented the applicable elements of the |
|
strategy. |
|
SECTION 2. The Texas Higher Education Coordinating Board |
|
shall adopt the strategy required by Section 61.0861, Education |
|
Code, as added by this Act, not later than January 1, 2010. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
