A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to assessing the effectiveness of certain developmental |
|
education courses for students enrolled in public institutions of |
|
higher education. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 51.3062, Education Code, is amended by |
|
adding Subsection (o-1) to read as follows: |
|
(o-1) As part of its evaluation under Subsection (o), the |
|
board shall examine the success rates of students taking |
|
developmental coursework through alternative methods to |
|
traditional semester-long courses, including through intensive or |
|
flexible courses of substantially shorter duration, and shall |
|
compare those success rates with the success rates of students |
|
taking developmental coursework through traditional courses. In |
|
comparing success rates, the board shall analyze student |
|
performance on subsequent assessment instruments and academic |
|
coursework and student retention and degree program completion |
|
rates. The board shall periodically make recommendations to each |
|
institution of higher education regarding developmental coursework |
|
offered through alternative methods based on the board's evaluation |
|
under this subsection. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
