A BILL TO BE ENTITLED
 
AN ACT
  relating to the payment of a judgment against the state in favor of
  Marilou Morrison.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) For payment to Marilou Morrison according to
  the terms of a judgment in the case of Marilou Morrison v. Texas
  Commission on Human Rights, Texas Workforce Commission, Cause No.
  D-1-GN-03-00863, 353rd District Court, there is appropriated to the
  comptroller of public accounts from the General Revenue Fund
  Account No. 0001 an amount not to exceed $900,000 plus postjudgment
  interest for the state fiscal biennium beginning September 1, 2009.
         (b)  A warrant may not be prepared for payment of the
  judgment unless the judgment is:
               (1)  certified by the attorney general as being final
  with no further appeals available; and
               (2)  approved by the attorney general as a legally
  enforceable obligation of the state.
         (c)  Following the certification and approval under
  Subsection (b) of this section, the comptroller of public accounts
  shall issue a warrant as soon as possible in favor of Marilou
  Morrison in payment of the judgment and mail or deliver the warrant
  to Marilou Morrison or her authorized representative.
         SECTION 2.  This Act takes effect September 1, 2009.
