A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of fire flow service by water supply
  corporations in semi-urban areas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 13, Water Code, is amended
  by adding Section 13.148 to read as follows:
         Sec. 13.148.  STUDY OF FIRE FLOW SERVICE BY WATER SUPPLY
  CORPORATIONS. (a) The commission shall conduct a study regarding
  the role of water supply corporations in providing potable water
  for fire flow that is sufficient to support the placement of fire
  hydrants and the connection of the water system to fire suppression
  equipment in semi-urban areas experiencing rapid development.
         (b)  The study required by Subsection (a) must examine:
               (1)  the actions a water supply corporation must take
  to supply adequate fire flow in semi-urban areas; and
               (2)  the costs associated with providing adequate fire
  flow in semi-urban areas.
         (c)  Not later than December 1, 2010, the commission shall
  submit a report regarding the results of the study to the
  legislature.
         (d)  This section expires September 2, 2011.
         SECTION 2.  This Act takes effect September 1, 2009.
