A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to equitable funding under the public school finance |
|
|
system. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter E, Chapter 42, Education Code, is |
|
|
amended by adding Section 42.25162 to read as follows: |
|
|
Sec. 42.25162. ADJUSTMENT TO INCREASE EQUITY. (a) In this |
|
|
section: |
|
|
(1) "Wealth per student" has the meaning assigned by |
|
|
Section 41.001. |
|
|
(2) "Weighted average daily attendance" has the |
|
|
meaning assigned by Section 42.302. |
|
|
(b) Notwithstanding any other provision of this title, the |
|
|
commissioner shall make adjustments to amounts due to a school |
|
|
district under this chapter or to amounts necessary for a district |
|
|
to comply with the requirements of Chapter 41 as appropriate to |
|
|
reduce by $1,000 the difference, as calculated on the basis of |
|
|
funding provided for the 2008-2009 school year, between: |
|
|
(1) the amount of state and local revenue per student |
|
|
in weighted average daily attendance available to a district at the |
|
|
highest wealth per student in this state; and |
|
|
(2) the amount of state and local revenue per student |
|
|
in weighted average daily attendance available to a district at the |
|
|
lowest wealth per student in this state. |
|
|
SECTION 2. This Act takes effect September 1, 2009. |
