A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to faculty diversity at public institutions of higher |
|
education. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|
amended by adding Section 61.0801 to read as follows: |
|
Sec. 61.0801. MEASURES TO ACHIEVE FACULTY DIVERSITY. (a) |
|
The board shall establish a program to assist institutions of |
|
higher education in recruiting and retaining faculty that reflect |
|
the diversity of the population of this state and of the student |
|
population of the institution. Under the program, the board shall: |
|
(1) monitor and compile periodic reports regarding |
|
efforts and progress by institutions in achieving faculty |
|
diversity, including ranking or scoring the progress of |
|
institutions in achieving that diversity; |
|
(2) identify effective measures and strategies that an |
|
institution could use to promote faculty diversity; and |
|
(3) recommend appropriate measures and strategies for |
|
that purpose to specific institutions according to the specific |
|
circumstances of the institution. |
|
(b) The board shall solicit advice from institutions of |
|
higher education with programs that focus on minority or ethnic |
|
studies or issues in identifying and recommending measures and |
|
strategies under this section. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
