A BILL TO BE ENTITLED
 
AN ACT
  relating to an analysis of available federal funding, state-federal
  matching expenditures, and related legislation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 403, Government Code, is
  amended by adding Section 403.0303 to read as follows:
         Sec. 403.0303.  ANALYSIS OF AVAILABLE FEDERAL MONEY. (a)
  For each state fiscal biennium, the comptroller shall prepare a
  report regarding federal money available to this state for
  state-federal matching expenditures and for other purposes.
         (b)  The report must identify:
               (1)  the amounts of state money expended each state
  fiscal year of the then current state fiscal biennium on each
  program or project that attracts federal matching money and the
  amount of federal matching money for each program;
               (2)  for each of those programs identified under
  Subdivision (1), the maximum amount of federal matching money this
  state could qualify for during the succeeding state fiscal biennium
  and the amount of expenditures of state money necessary for this
  state to qualify for that maximum amount;
               (3)  additional programs or projects for which this
  state could qualify for federal matching money during the
  succeeding state fiscal biennium and the amount of expenditures of
  state money necessary for this state to qualify for the maximum
  amount available for those programs or projects; and
               (4)  the amount of money this state received in the then
  current state fiscal biennium from federal sources and a comparison
  of that amount to amounts received during that period by other
  states.
         (c)  The report must include:
               (1)  an analysis of legislation enacted by the
  legislature in the preceding two years that affects this state's
  ability to attract or qualify for money from federal sources; and
               (2)  the comptroller's recommendations for changes in
  legislation or in this state's budget for the purpose of maximizing
  this state's receipt of money from federal sources.
         (d)  On or before the first day the legislature convenes in a
  regular session, the comptroller shall publish the report prepared
  under this section on the comptroller's publicly available Internet
  website and provide the report to the governor, the lieutenant
  governor, and the speaker of the house of representatives.
         SECTION 2.  This Act takes effect September 1, 2009.
