A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to prohibiting school districts from requiring or coercing |
|
teachers to make charitable contributions. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter I, Chapter 21, Education Code, is |
|
amended by adding Section 21.4071 to read as follows: |
|
Sec. 21.4071. REQUIRING OR COERCING TEACHERS TO MAKE |
|
CHARITABLE CONTRIBUTIONS. (a) A school district board of trustees |
|
or school district employee may not directly or indirectly require |
|
or coerce any teacher to: |
|
(1) make a contribution to a charitable organization |
|
or in response to a fund-raiser; or |
|
(2) attend a meeting called for the purpose of |
|
soliciting charitable contributions. |
|
(b) A school district board of trustees or school district |
|
employee may not directly or indirectly require or coerce any |
|
teacher to refrain from: |
|
(1) making a contribution to a charitable organization |
|
or in response to a fund-raiser; or |
|
(2) attending a meeting called for the purpose of |
|
soliciting charitable contributions. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
