HOUSE CONCURRENT RESOLUTION
|
|
WHEREAS, The Institute of Medicine estimated in its report To |
|
Err Is Human: Building a Safer Health System that more American |
|
lives are lost each year from preventable medical errors than those |
|
lost to breast cancer, AIDS, or motor vehicle accidents; and |
|
WHEREAS, Nearly one-fifth of these preventable errors occur |
|
because health care providers cannot get immediate access to the |
|
health information they need, and this lack of access causes many |
|
individuals to undergo unnecessary diagnostic tests and procedures |
|
that increase their health care costs; and |
|
WHEREAS, Health information technology can be used to improve |
|
the quality, safety, and efficiency of the health care system for |
|
all Texans as well as to reduce costs; recognizing these important |
|
benefits, state policy makers have sought to increase awareness and |
|
promote adoption of health information technology by creating the |
|
Texas Health Information Technology Advisory Committee, the Texas |
|
Health Care System Integrity Partnership, the State Health |
|
Information Architecture, and, more recently, the Texas Health |
|
Services Authority; and |
|
WHEREAS, On January 27, 2009, the Austin, Dallas Fort Worth, |
|
and South Central Texas chapters of the Healthcare Information and |
|
Management Systems Society together with the College of Healthcare |
|
Information Management Executives are cosponsoring the Texas |
|
Healthcare Information Technology Forum; with a mission to improve |
|
public awareness through education, the forum provides an |
|
opportunity for citizens and organizations to discuss and promote |
|
the importance of health care information for all; now, therefore, |
|
be it |
|
RESOLVED, That the 81st Legislature of the State of Texas |
|
hereby designate January 27, 2009, as Texas Healthcare Information |
|
Technology Day, commend participants at the Texas Healthcare |
|
Information Technology Forum for attempting to raise awareness |
|
through education, and honor those individuals responsible for |
|
furthering the adoption of health information technology |
|
throughout the state. |
