CONCURRENT RESOLUTION
         WHEREAS, Paris Police Chief Karl Louis is retiring on January
  30, 2009, after leading the city's police department with
  distinction for almost two decades; and
         WHEREAS, A graduate of the East Texas Police Academy in
  Kilgore, Chief Louis began his career as a patrol officer with the
  Paris police force in 1981; he soon became a warrant officer and
  investigator with the criminal investigations division and in 1986
  was promoted to sergeant; and
         WHEREAS, This dedicated professional furthered his education
  as he progressed through the ranks; he graduated from the Federal
  Bureau of Investigation National Academy in 1995 and earned his
  Master Peace Officer certificate from the Texas Commission on Law
  Enforcement Standards and Education; and
         WHEREAS, Since taking office on January 1, 1990, Chief Louis
  has led the police force with diligence and integrity, and he has
  undertaken countless measures to improve efficiency and expand
  services; he increased the number of officers from 39 to 62 and
  established the S.W.A.T. team, as well as new positions for
  officers focusing on schools, crime prevention, auto thefts, and
  Drug Abuse Resistance Education; he also created a K-9 program for
  the department; and
         WHEREAS, Chief Louis has reached out to the community in
  myriad ways; he established the Paris Police Athletic League to
  help keep children off the streets and engaged in meaningful,
  supervised activity; moreover, he organized the All Police Rodeo to
  raise funds for the Lamar County Crime Stoppers Association; and
         WHEREAS, Admired for his courtesy and enthusiasm, Chief Louis
  has set high standards for community relations; he is much in demand
  as a speaker by local organizations, and his efforts to solicit
  advice and suggestions from citizens have enhanced public support
  for the department; in recognition of his contributions, the Rotary
  Club of Paris named him its January 2009 Officer of the Month; and
         WHEREAS, Chief Karl Louis has demonstrated exceptional skill
  and commitment throughout his career, and under his able
  leadership, the Paris Police Department has built a sterling
  reputation for both aggressive police work and progressive
  programs; now, therefore, be it
         RESOLVED, That the 81st Texas Legislature hereby
  congratulate Karl Louis on his retirement from the Paris Police
  Department and extend to him best wishes for continued success and
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Chief Louis as an expression of high regard by the
  Texas House of Representatives and Senate.
