CONCURRENT RESOLUTION
         WHEREAS, Small-business entrepreneurs have been a key part of
  American life throughout the nation's history, embodying the
  independent thinking and commitment to innovation that have driven
  so many of our greatest accomplishments; and
         WHEREAS, The opportunities and advancements represented by
  entrepreneurial enterprises remain essential to the economic
  well-being of Texas, and communities that have become centers of
  this type of development are deserving of special recognition; and
         WHEREAS, One especially fertile location for the growth of
  such ventures is the Central Texas city of Lago Vista; while it is
  of modest size, with approximately 6,000 residents, Lago Vista is
  home to 188 small-business entrepreneurs; nearly 90 percent of
  these commercial endeavors have 10 employees or fewer, and one
  quarter of them are home-based; and
         WHEREAS, The community's pioneering, do-it-yourself approach
  to commerce stems from its surroundings; nestled in the rugged
  limestone terrain of the Hill Country, it has seen little of the
  large-scale commercial development found in bigger cities; there
  are no major employers driving the local economy and no big-box
  retailers or major retail chains; as a result, residents are served
  almost exclusively by small, locally owned stores, many of which
  are run by first-time entrepreneurs; and
         WHEREAS, Lago Vista's attractive setting alongside Lake
  Travis draws large numbers of businesspeople who wish to reside in
  tranquil surroundings with a high quality of life; in many cases,
  these individuals are able to base their businesses in or near their
  own homes, taking advantage of information-age technology to serve
  their customers; they are also able to draw on the assistance of
  local government and economic organizations that have vigorously
  supported the growth of Lago Vista's entrepreneur-oriented
  commercial environment; and
         WHEREAS, The combination of these factors has resulted in a
  thriving local economy where business owners tailor their offerings
  to the needs of their fellow citizens and where resourceful
  innovators are developing cutting-edge products and services that
  are having an impact far beyond Central Texas; and
         WHEREAS, With its unique emphasis on independently owned and
  family-operated enterprises, Lago Vista stands as an admirable
  model for the type of grassroots business development that is woven
  into the heritage of our state and nation and that will figure
  prominently in the way that Americans live and work in the decades
  ahead; now, therefore, be it
         RESOLVED, That the 81st Legislature of the State of Texas
  hereby designate Lago Vista as the Entrepreneurial Capital of
  Texas.
