HOUSE CONCURRENT RESOLUTION
         WHEREAS, The Texas Legislature is pleased to honor Michael
  William Heskett, Ph.D., for his outstanding service in behalf of
  the State of Texas; and
         WHEREAS, Since 1988, Dr. Heskett has distinguished himself as
  the state records administrator and director of the state and local
  records management division of the Texas State Library and Archives
  Commission; and
         WHEREAS, Dr. Heskett joined the commission in 1983 as a
  contract worker to research and develop the Texas Municipal Records
  Manual, and he went on to revise the Texas County Records Manual; he
  was hired on a full-time basis in 1986, and three years later he was
  put in charge of the development of records retention standards for
  all local governments; and
         WHEREAS, Throughout his career, Dr. Heskett has developed a
  reputation as an authority in the preparation of records management
  manuals, records retention guidelines for state agencies and local
  governments, administrative rules for the microfilming and
  electronic storage of governmental records, and rules for
  electronically filing real property documents with county clerks;
  and
         WHEREAS, Referred to as the "father of Texas local government
  records management" by his colleagues, Dr. Heskett played a vital
  role in drafting the Local Government Records Act of 1989 and helped
  to modernize the state agency records management laws in 1997; and
         WHEREAS, The Texas State Library and Archives Commission was
  charged by the 79th Texas Legislature with the task of producing
  Required Reports Prepared by State Agencies and Institutions of
  Higher Education, and Dr. Heskett skillfully led this effort for
  his agency to document the level of reporting required of Texas
  government, with an eye toward streamlining and improving such
  reporting; and
         WHEREAS, Michael Heskett has been an exemplary public servant
  and a guardian of public records and open government, and his
  presence at the Texas State Library and Archives Commission will be
  greatly missed; now, therefore, be it
         RESOLVED, That the 81st Legislature of the State of Texas
  hereby honor Michael William Heskett and commend him for his 26
  years of valuable service to the State of Texas; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Heskett as an expression of high regard by the
  Texas House of Representatives and Senate.
