CONCURRENT RESOLUTION
         WHEREAS, Memories of a life filled with joyful times and
  meaningful accomplishments remain to comfort the family and friends
  of Herbert Hugh Campbell of Paris, who passed away on April 14,
  2009, at the age of 69; and
         WHEREAS, Mr. Campbell was a Paris native, born to Cora
  Virginia and Louis Campbell on April 26, 1939; he was a member of
  the 1951 state champion Little League baseball team and the 1955
  District 9AA varsity state championship baseball team; he lettered
  in football, basketball, and baseball at Paris High School and was a
  member of the National Honor Society and the 1957
  all-district/all-state football team; and
         WHEREAS, In 1957, Mr. Campbell enrolled at Texas A&M
  University, where he was active in the Corps of Cadets, earning the
  rank of company commander his senior year; he also joined the Ross
  Volunteers, the honor guard for the governor of the State of Texas,
  and was a student trainer for both the Aggie basketball and football
  teams, including a year as trainer for Coach Bear Bryant; and
         WHEREAS, After graduating with a bachelor's degree in
  petroleum engineering in 1961, Mr. Campbell was commissioned as a
  second lieutenant in the United States Army, participating in the
  rebuilding of Korea after the war; following his service, he worked
  for Gulf Oil Company as a petroleum engineer and then as an
  executive of Reserve Equipment Service Corporation; and
         WHEREAS, Mr. Campbell returned to Paris in 1986 as the
  director of city utilities; in addition to overseeing the expansion
  of both the water and sewer treatment plants for the community, he
  taught water utility calculation classes throughout the state for
  others in the water industry, and he created magic shows for
  teaching schoolchildren about water conservation; his public
  career ended with his retirement in 2004, but he continued to
  contribute as a member of the Paris Water Committee; and
         WHEREAS, An active volunteer and supporter of youth and adult
  sports, Mr. Campbell was president of the board of the Boys Club of
  Paris, receiving the group's Wall of Honor Award in 2001; he became
  involved with the Adult Special Olympics in 2005 and found great joy
  working with each athlete; he also served as the head of delegation
  for the Lamar County Contenders; and
         WHEREAS, Mr. Campbell maintained a lifelong interest in
  education, local affairs, and his alma mater; he was president of
  the East Texas Regional School of Tyler and a Rotarian, and he
  belonged to the Paris Noon Optimist Club, where he was co-chair of
  the 1986-1987 Raymond Berry Football Classic; in addition, he
  enjoyed his affiliation with the Lamar County A&M Club, serving as
  its president from 1987 to 1988, and was involved in the Texas A&M
  Letterman's Association and the Association of Former Students
  Century Club; and
         WHEREAS, A member of First United Methodist Church, Mr.
  Campbell was a loving family man who placed civic responsibility
  above personal interest, and though he will be deeply missed, he
  will always be remembered with great affection and admiration; now,
  therefore, be it
         RESOLVED, That the 81st Legislature of the State of Texas
  hereby pay tribute to the life of Herbert Hugh Campbell and extend
  sincere sympathy to the members of his family: to his wife, Mary Ann
  Campbell; to his daughter, Rebecca Anne Campbell, to his
  son-in-law, Chester Page; to his stepdaughter, Rebecca Ann Waldron,
  to his son-in-law, Sean Robert Waldron; to his grandchildren,
  August Rain and Patrick Clover Waldron and Ariah Lee Holland-Page;
  to his sisters, Phyllis Jean Locke and her husband, Weldon, and
  Carol Ann Dollins and her husband, George; to his brother, Richard
  Louis Campbell; and to his other relatives and many friends; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives and Senate adjourn this day, they do so in memory of
  Herbert Hugh Campbell.
