A JOINT RESOLUTION
  proposing a constitutional amendment authorizing municipalities,
  counties, and school districts to donate certain outdated
  equipment, supplies, or materials to developing, underdeveloped,
  or newly industrialized countries.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 52k to read as follows:
         Sec. 52k.  MUNICIPALITIES, COUNTIES, SCHOOL DISTRICTS TO
  DONATE OUTDATED EQUIPMENT, SUPPLIES, OR MATERIALS TO DEVELOPING,
  UNDERDEVELOPED, OR NEWLY INDUSTRIALIZED COUNTRIES. A
  municipality, county, or school district may donate outdated
  equipment, supplies, or other materials with little or no value to a
  developing, underdeveloped, or newly industrialized country.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2009.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing
  municipalities, counties, and school districts to donate outdated
  equipment, supplies, or materials with little or no value to
  developing, underdeveloped, or newly industrialized countries."
