A JOINT RESOLUTION
  proposing a constitutional amendment relating to the right to hunt
  and fish.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article I, Texas Constitution, is amended by
  adding Section 33 to read as follows:
         Sec. 33.  (a)  Every person has the right to hunt and fish in
  this state in accordance with the laws of this state.  Hunting and
  fishing are the preferred methods of managing wildlife species that
  are not classified as threatened species by the state agency
  responsible for maintaining the list of endangered or threatened
  species.
         (b)  The legislature may enact a general law to define the
  term "threatened" with respect to indigenous species of fish or
  wildlife.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2009.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment recognizing the right
  of a person to hunt and fish in this state, recognizing hunting and
  fishing as the preferred methods of managing wildlife species that
  are not classified as threatened species, and authorizing the
  legislature to enact a general law defining "threatened.""
