A JOINT RESOLUTION
  proposing a constitutional amendment authorizing the house of
  representatives to provide for the removal of the speaker.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 9(b), Article III, Texas Constitution,
  is amended to read as follows:
         (b)  The House of Representatives shall, when it first
  assembles, organize temporarily, and thereupon proceed to the
  election of a Speaker from its own members. The House of
  Representatives by rule may provide for the removal of the Speaker
  by a vote of two-thirds of the members elected to the House.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2009.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing the house
  of representatives to provide for the removal of the speaker by a
  vote of two-thirds of the members of the house."
