A JOINT RESOLUTION
  proposing a constitutional amendment to permit the attorney general
  to prosecute certain offenses arising under the campaign finance
  laws of this state.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article IV, Texas Constitution, is amended by
  adding Section 22a to read as follows:
         Sec. 22a.  To the extent provided by general law, the
  attorney general may represent the state in the district and
  inferior courts in the prosecution of criminal and civil offenses
  that:
               (1)  arise under the campaign finance laws of this
  state; and
               (2)  are alleged to have been committed in connection
  with:
                     (A)  an election for or the holding of state
  office; or
                     (B)  an election on a constitutional amendment.
         SECTION 2.  The constitutional amendment proposed by this
  resolution shall be submitted to the voters at the general election
  to be held November 3, 2009. The ballot shall be printed to permit
  voting for or against the proposition: "The constitutional
  amendment permitting the attorney general to prosecute offenses
  that arise under the campaign finance laws of this state and that
  are alleged to have been committed in connection with a state office
  or an election on a constitutional amendment."
