A JOINT RESOLUTION
  proposing a constitutional amendment authorizing transporting out
  of this state a noncitizen who commits an offense in this state.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 20, Article I, Texas Constitution, is
  amended to read as follows:
         Sec. 20.  No citizen shall be outlawed. No citizen or legal
  resident [person] shall be transported out of the State for any
  offense committed within the State [same]. This section does not
  prohibit an agreement with another state providing for the
  confinement of inmates of this State in the penal or correctional
  facilities of that state.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2009.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing
  transporting out of this state a noncitizen who commits an offense
  in this state."
