A JOINT RESOLUTION
|
|
proposing a constitutional amendment authorizing transporting out |
|
of this state a noncitizen who commits an offense in this state. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 20, Article I, Texas Constitution, is |
|
amended to read as follows: |
|
Sec. 20. No citizen shall be outlawed. No citizen or legal |
|
resident [person] shall be transported out of the State for any |
|
offense committed within the State [same]. This section does not |
|
prohibit an agreement with another state providing for the |
|
confinement of inmates of this State in the penal or correctional |
|
facilities of that state. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 3, 2009. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment authorizing |
|
transporting out of this state a noncitizen who commits an offense |
|
in this state." |
