R E S O L U T I O N
         WHEREAS, Chief Robert L. Frazier is retiring from the Katy
  Police Department in January 2009, drawing to a close a notable
  career in law enforcement that has spanned 45 years; and
         WHEREAS, A third-generation police officer, Buddy Frazier
  majored in criminal justice and police administration in college;
  he is also a graduate of the Harris County Sheriff's Academy and the
  FBI National Academy; and
         WHEREAS, Chief Frazier began his law enforcement career in
  1963 with the Memorial Village Police Department, where he was
  promoted through the ranks until his retirement in 1983; and
         WHEREAS, That same year he began again as a patrolman in the
  Katy Police Department, where he subsequently was promoted to
  patrol sergeant, patrol captain, and captain of the Criminal
  Investigation Division; in 1996, he was appointed chief of police;
  and
         WHEREAS, Chief Frazier has guided the Katy Police Department
  with a steady hand through a period of expansion; eventually
  commanding a force of 60 people, he has earned the respect and
  admiration of his officers and staff, as well as the high esteem of
  law enforcement professionals across the state; and
         WHEREAS, Chief Frazier's dedication, professionalism, and
  integrity have greatly benefited his community, and he may indeed
  reflect with pride on his many years of service as he prepares to
  embark on the next exciting chapter of his life; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Robert L. Frazier on his retirement
  from the Katy Police Department and extend to him sincere best
  wishes for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Chief Frazier as an expression of high regard by the
  Texas House of Representatives.
