R E S O L U T I O N
         WHEREAS, The retirement of a committed public servant is well
  deserving of recognition; and
         WHEREAS, A dedicated and broad-visioned individual, Mr.
  Joseph Paniagua has shaped the course of public safety and public
  events in the city of Fort Worth for over 22 years in many
  capacities, most recently as first assistant city manager; and
         WHEREAS, Because of his leadership, the success of such
  important projects as the expansion of the City Convention Center,
  construction of a new convention center hotel, the development of
  new traffic divisions and fire stations, and the Rosedale District
  were successful; and
         WHEREAS, Mr. Paniagua's diplomacy and talent for navigating
  the waters of state and federal programs are assets that will be
  sorely missed; and
         WHEREAS, Joe, a native Texan, and his wife, Elsa, have two
  children, Jose Francisco and Elissa; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby warmly congratulate Joe Paniagua on the occasion
  of his retirement, thank him for his dedicated service, and extend
  to him best wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Paniagua as an expression of high regard by the
  Texas House of Representatives.
