H.R. No. 154
 
 
 
R E S O L U T I O N
         WHEREAS, Lynn Whitten was named Woman of the Year by
  Executive Women in Texas Government at the organization's annual
  conference on November 24, 2008; and
         WHEREAS, The eldest of four children, Lynn Whitten was born
  in San Antonio and spent her youth in Dallas and in Austin; she
  graduated from Austin High School and performed with Ballet Austin
  before earning a bachelor's degree in history and a certificate in
  social work from The University of Texas at Austin; she later worked
  as an assistant sergeant-at-arms for the Texas House of
  Representatives and served as a deputy constable for Travis County
  from 1977 to 1981; in addition, she volunteered for voter
  registration drives and political campaigns, and she worked for Ann
  Richards during the future governor's tenure as Travis County
  commissioner in the early 1980s; and
         WHEREAS, In 1983, Ms. Whitten earned a master's degree from
  the L.B.J. School of Public Affairs at U.T.; her career in state
  government began when she took a position as a systems analyst for
  the Railroad Commission; she went on to serve the State Treasury and
  the Comptroller of Public Accounts and held a variety of positions
  with those agencies, including executive administrator, business
  manager, quality assurance specialist, and contingency planning
  coordinator; she is currently employed by the Department of
  Information Resources, Technical Center Operations Division, as a
  service representative on the Data Center Services consolidation
  project; over the course of her years in state government, she has
  developed significant expertise in the areas of large-scale project
  management and process improvement; and
         WHEREAS, Despite her busy professional life, Ms. Whitten has
  found time to devote to her community; in addition to working on
  numerous political initiatives, she has served on the Austin
  Tenants' Council Board for more than two decades; she is also a 2001
  graduate of Leadership Texas and has remained active in its alumni
  association; and
         WHEREAS, This esteemed citizen has further distinguished
  herself through her commitment to Executive Women in Texas
  Government, which she joined in 1996, and she has contributed to the
  organization in myriad ways; she was the chair of the Nominating
  Committee for the 2009 Board of Directors, and she has had such
  additional roles as president of the board in 2003, communications
  director in 1999 and 2006, and advisor to the board in 2007; and
         WHEREAS, In all of her endeavors, Ms. Whitten enjoys the love
  and support of her husband of more than 20 years, Jim Butler; she
  takes great pleasure in gardening, traveling, the arts, and zydeco
  dancing, and she is an avid fan of the Austin music scene; and
         WHEREAS, Through her exceptional professional achievements
  and her enduring efforts in behalf of her colleagues and community,
  Lynn Whitten has demonstrated passion, integrity, and dedication,
  and in so doing, she has set an inspiring example of civic
  leadership for her fellow Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Lynn Whitten on being named the
  2008 Woman of the Year by Executive Women in Texas Government and
  extend to her sincere best wishes for continued success; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Whitten as an expression of high regard by the
  Texas House of Representatives.
