R E S O L U T I O N
         WHEREAS, Members of the organization Women of Tocqueville are
  joining many concerned citizens from across Texas to commemorate
  Prekindergarten Day at the State Capitol on February 17, 2009; and
         WHEREAS, Children who attend prekindergarten enter school
  better prepared socially, emotionally, and intellectually; pre-k
  programs have been shown to have a positive impact on high school
  graduation rates, promoting a culture of learning and a standard
  for educational achievement; and
         WHEREAS, In addition, prekindergarten programs build a
  foundation for students in reading, math, science, and technology
  that will help pave the way for future success; and
         WHEREAS, With the recent downturn in the economy, working
  families are struggling more than ever to make ends meet, including
  covering the high costs of child care; access to high-quality
  prekindergarten allows parents to work without incurring the
  expense of child care, thereby enabling individuals to contribute
  their skills to the Texas workforce and to increase their financial
  stability; and
         WHEREAS, The Women of Tocqueville have contributed
  commendable support for prekindergarten programs, recognizing that
  children need a nurturing, structured environment early on to
  develop the study skills and work habits that are essential to a
  successful academic career and to greater opportunity; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby recognize February 17, 2009, as Prekindergarten
  Day and welcome the Women of Tocqueville to the State Capitol.
