R E S O L U T I O N
|
|
WHEREAS, Residents of Fort Worth lost a dedicated civic |
|
leader with the passing of Charles Ray "Chuck" Silcox on October 25, |
|
2008, at the age of 65; and |
|
WHEREAS, A native and lifelong resident of Fort Worth, Chuck |
|
Silcox was born on October 8, 1943, and he went on to graduate from |
|
Paschal High School in 1961; he later attended Tyler Junior College |
|
and Texas Christian University, and from 1965 to 1970, he worked at |
|
General Dynamics as an industrial engineer; after being employed in |
|
the industrial development division of Texas Electric Service |
|
Company during the 1970s, Mr. Silcox held various management |
|
positions with a number of janitorial companies, and in 1985, he |
|
established his own janitorial services company, Quasar Services; |
|
he was also the founder of Silcox Management, Inc., which he |
|
launched in 1996; and |
|
WHEREAS, In addition to being a successful businessman, Mr. |
|
Silcox was active in local politics as Fort Worth's longest-serving |
|
city council member; since he was first elected in 1991, he won each |
|
subsequent bid for reelection and in 2007 had begun his ninth term |
|
representing District 3, in the southwestern region of the city; he |
|
had served as mayor pro tempore three times, and he was on numerous |
|
boards and commissions, including the Safety and Community |
|
Development Council and the Regional Transportation Council of the |
|
North Central Texas Council of Governments; and |
|
WHEREAS, As a councilman, Mr. Silcox was highly regarded for |
|
his tenacity and originality, his concern for the city's |
|
neighborhoods, and his unwavering loyalty to his constituents; he |
|
was the proponent of a long-range plan to help the homeless in Fort |
|
Worth and of such transportation initiatives as the Southwest |
|
Parkway, and he was a strong advocate for the police and |
|
firefighters' associations; an animal lover, Mr. Silcox also |
|
advocated for the humane treatment of animals and he was a fervent |
|
supporter of the Fort Worth Animal Care and Control Center, which is |
|
being renamed in his honor in 2009; moreover, as the senior member |
|
of the city council, he inspired others with his long-standing |
|
dedication to meeting the needs of the people he served; and |
|
WHEREAS, Chuck Silcox was committed to his fellow citizens |
|
and to ensuring a bright future for the city of Fort Worth, and he |
|
leaves behind a legacy of compassion, dedication, and community |
|
service that will long be remembered by all who were fortunate |
|
enough to know him; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 81st Texas |
|
Legislature hereby pay tribute to the life of Charles Ray "Chuck" |
|
Silcox and extend sincere sympathy to the members of his family: to |
|
his wife of 28 years, Brenda; to his daughters, Bridgett Thurman and |
|
Brandi Loar; to his six grandchildren; and to his other relatives |
|
and many friends; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Charles Ray |
|
"Chuck" Silcox. |
