R E S O L U T I O N
         WHEREAS, The Honorable Jack Leonhardt is concluding his
  service as the mayor of the City of Windcrest in 2009 after an
  eight-year tenure in which he ably guided this notable Bexar County
  community; and
         WHEREAS, On May 5, 2001, city voters first elected Jack
  Leonhardt to office, and he retained their approval in three
  subsequent elections; from the beginning, he dedicated himself to
  the ideal of helping Windcrest to be an exceptional place to live
  and work, and he has placed special emphasis on strengthening the
  local economy by revitalizing key areas of the city, including the
  business district and the Walzem Road corridor; and
         WHEREAS, The mayor's proactive approach to important issues
  has also been of assistance to regional governmental organizations;
  he has been a valuable member of the Alamo Area Council of
  Governments, the San Antonio-Bexar County Metropolitan Planning
  Organization, the Texas Municipal League board of directors, the
  Greater Bexar County Council of Cities, the Northeast Partnership,
  and the Greater Randolph Chamber of Commerce; and
         WHEREAS, An accomplished leader throughout his life, Mayor
  Leonhardt served his nation as a member of the United States Air
  Force from 1966 to 1987, specializing in personnel and career
  issues and retiring at the rank of lieutenant colonel; he then spent
  12 years in personnel with the United Services Automobile
  Association; he holds a bachelor's degree in Latin American Studies
  and a master's degree in business administration, and he is a
  graduate of the Squadron Officer School and the Air Command and
  Staff College; and
         WHEREAS, In addition to his work in local government, Mayor
  Leonhardt has further contributed to his community as a member of
  the Windcrest Optimist and Lions Clubs, American Legion Post No.
  612, and John Calvin Presbyterian Church, where he is an elder; and
         WHEREAS, Jack Leonhardt has made use of his considerable
  abilities to benefit his community, and his achievements in office
  will continue to be appreciated by his fellow Windcrest citizens
  far into the future; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby honor Jack Leonhardt for his dedicated service
  as the mayor of the City of Windcrest and extend to him sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Leonhardt as an expression of high regard by the
  Texas House of Representatives.
