R E S O L U T I O N
         WHEREAS, With a notable career in education and a stellar
  record of volunteerism, Barbara Effenberger of Seguin has made a
  positive difference in her community; and
         WHEREAS, A native of Hondo, Mrs. Effenberger earned a
  bachelor's degree in elementary education from Texas Lutheran
  University, and after teaching third grade in New Braunfels, she
  earned a master's degree in counseling and guidance from Texas A&M
  University; and
         WHEREAS, Mrs. Effenberger went on to serve as a counselor
  with Snook ISD, where she helped establish a special education
  program; in 1970, she moved to Seguin, and her outstanding 24-year
  tenure with the local district included service as a counselor and
  elementary teacher; and
         WHEREAS, Mrs. Effenberger has further contributed to the
  youth of Central Texas as a Court Appointed Special Advocate, or
  CASA, volunteer for abused and neglected children; she has also
  worked in behalf of area senior citizens as chair of the Advisory
  Council of the Retired and Senior Volunteer Program; and
         WHEREAS, A number of professional organizations have
  benefited from Mrs. Effenberger's membership, including the Texas
  Retired Teachers Association, Delta Kappa Gamma Society
  International, and the National Education Association; she is a
  life member of the Texas State Teachers Association, which she has
  served as a member of the board of directors and legislative action
  committee; and
         WHEREAS, An active and valued leader in the Democratic Party,
  she has served as the group's Guadalupe County chair, as a member of
  its State Executive Committee, and as co-chair of its State
  Legislative Committee; moreover, she is a member of the Texas
  Democratic Women and treasurer of the Texas Democratic County
  Chairs Association; and
         WHEREAS, Mrs. Effenberger has also shared her time with the
  Texas Silver-Haired Legislature; in addition to serving as the
  representative of Comal and Guadalupe Counties, she has been
  comptroller, and in 2005, she was appointed by Congressman Henry
  Cuellar to represent her fellow senior citizens at the White House
  Conference on Aging in Washington, D.C.; and
         WHEREAS, Dedicated to her faith, she is involved in the Women
  of the ELCA and has served on the antiracism team of the
  Southwestern Texas Synodical Women's Organization, and her
  dedication to making her community a better place earned her the
  Texas Lutheran University Distinguished Community Service Award in
  2006; and
         WHEREAS, Those individuals who step forward to share their
  time with others are indeed deserving of our profound gratitude,
  and it is a pleasure to honor Barbara Effenberger, whose efforts
  have enriched the lives of countless Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby commend Barbara Effenberger for her
  professional achievements and her service to her fellow citizens
  and extend to her sincere best wishes for continued success and
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Effenberger as an expression of high regard by the
  Texas House of Representatives.
