R E S O L U T I O N
         WHEREAS, An exemplary peace officer and public official,
  Gregory Allen was named chief of the El Paso Police Department in
  2008; and
         WHEREAS, Mr. Allen first entered the El Paso Police Academy
  in January of 1978, and he received his commission as a police
  officer in April of 1978; he also holds a bachelor's degree in
  sociology; and
         WHEREAS, In the early years of his career, Officer Allen was
  assigned to Central Station; he was a field training officer for two
  years and a patrol officer for five years; and
         WHEREAS, From 1983 to 1988, Officer Allen served with the
  Tactical Division, an elite unit that dealt with such specialized
  assignments as aggravated robbery stakeouts, burglary apprehension
  details, riot control, and the protection of dignitaries; and
         WHEREAS, Officer Allen went on to serve as a training
  specialist, instructing cadets and officers in firearms,
  self-defense, physical training, and the law from 1988 to 1990; and
         WHEREAS, Promoted to sergeant in 1990, he continued to
  distinguish himself in the Central Command Patrol Division, the
  Tactical Section, and the Auto Theft Division; in September of
  1990, he became the leader of a full-time SWAT unit, training
  members, procuring equipment, and managing the budget; and
         WHEREAS, After assignments as patrol sergeant and shift
  commander in Central Division, and as patrol shift commander and
  acting commander in Mission Valley, this outstanding law
  enforcement officer was made interim deputy chief of Region 1 in
  2003; the following year, he was promoted to deputy chief; and
         WHEREAS, In December of 2007, Deputy Chief Allen became
  interim chief of police, and on March 31, 2008, he was permanently
  appointed to the position; and
         WHEREAS, For the past year, Chief Allen has been responsible
  for a dynamic department made up of more than 1,100 officers and
  nearly 300 civilian employees, and his skillful leadership benefits
  from his years of experience, an extensive knowledge of the
  community, and a strong commitment to the highest standards of
  professional ethics and personal integrity; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Gregory Allen on his 2008
  appointment as Chief of Police for the City of El Paso and extend to
  him sincere best wishes for continued success and happiness; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Chief Allen as an expression of high regard by the
  Texas House of Representatives.
